What is a neighbourhood plan?

  • A document that sets out planning policies for the neighbourhood area. These planning policies are then used to decide whether to approve planning applications.
  • It is written by the local community, the people who know and love the area, rather than the Local Planning Authority.
  • The plan enables the local community to have a say in the future of developments that include the way that land is used for housing, business, shops and leisure and the protection and creation of public spaces. The plan can also set policies used to influence the design of buildings and new developments.
The Process in Tenbury & Burford 

Tenbury Town Council and Burford Parish Council have formally agreed to prepare a plan for both communities which are so dependent on one another.  A joint Steering Group has been formed and the Neighbourhood Area has been designated.  Approval of the deisgnation is expected from Malvern Hills District Coucnil and Shropshire Council by the end of March 2016.  

The Steering Group is now actively seeking volunteers to get involved in all aspects of the plan process.  Planning consultants Kirkwells have also been engaged to provide ongoing guidance and technical support.  

The first task will be to undertake a fact finding exercise which will involve consultation with residents and businesses via a series of meetings, workshops, drop in events etc. The information obtained in this first part of the process is very important as it will inform the Steering Group how members of the community feel about the Town: What you like, what they don’t like, what the priorities for the future should be.

The next stage is to draft out a document setting out the visions and objectives for the town. Following further consultation, a series of options and polices will be generated to form the first draft Neighbourhood Plan.  The aim is to have this stage complete by November 2016.

The final part of the plan making process will involve a referendum to gain community support for the plan. Once this process is completed the Neighbourhood Plan will be made and implemented.
